How does Bob Dylan's work from "Time Out of Mind" and forward compare to his work in the '60s and '70s?

I thought "Time Out of Mind" was alright, it wasn't bad, it was pretty good. But his newer work is pretty different than his older work. But then again every Dylan album is genius.
