After reading this article, I want to know exactly what an "Earmark" is?

An earmark is usually a chunk of money that a representative of that state convinces the federal government to allocate to his/her respective state. It is a double-edged sword. Securing earmarks for your constituency is good in improving their quality of lives; however, other states view it as negative because it doesn't directly benefit them.
